Job Description

The Act2gether Bolivia Head of Programmes will be responsible for strategically leading the management of programmes, projects, and initiatives with a human rights and child rights approach. This includes designing initiatives, identifying strategic partners and new funding sources, as well as overseeing implementation, monitoring, and evaluation. This role is crucial to ensuring the effective execution of our strategic plan in alignment with our vision, purpose, and objectives.

The Head of Programmes will report and coordinate with the Act2gether Bolivia Director and will work closely with the project implementation team.

Key Responsibilities:

Strategic Management and Development of Programs, Projects, and Actions:

  • Supervise the implementation, monitoring, and evaluation of Act2gether Bolivia’s projects and initiatives to ensure they achieve the desired outcomes outlined in the plan.
  • Develop new projects, programmes, and activities aligned with the vision and goals of Act2gether Bolivia, with a focus on the L4WB-F work areas.
  • Provide direction and lead the development and implementation of programmes, projects, and initiatives.
  • Ensure that all programmes, projects, and initiatives incorporate evidence-based practices and are aligned with Act2gether Bolivia’s approach and operational guidelines.

Strategic Planning

  • Lead the strategic planning and coordination of interventions across programmes, projects, and initiatives, ensuring alignment with budgetary constraints, timelines, and defined goals.
  • Provide strategic direction and foster innovation, creativity, and capacity building to align and integrate all Act2gether Bolivia initiatives under a cohesive operational framework.
  • Ensure accountability, efficiency, and impact in project implementation.
  • Establish and promote continuous improvement processes to enhance operational efficiency and effectiveness in project execution.

Fundraising and Resource Mobilisation

  • Proactively contribute to identifying and securing new funding opportunities to support organisational sustainability and growth.
  • Participate in the development and submission of compelling fundraising proposals for national and international donors, ensuring alignment with Act2gether Bolivia’s vision, purpose and strategic priorities.

Monitoring, Evaluation, and Follow-Up

  • Design and Implementation: Develop and apply monitoring and evaluation (M&E) tools and instruments that align with Act2gether Bolivia’s approach, goals, and programmatic lines to generate reliable and relevant evidence in collaboration with the Learning for Well-being Institute
  • Evidence Collection: Monitor the systematic collection of data to track progress and assess the achievement of programme goals.
  • Compliance Oversight: Ensure that programmes, projects, and activities are implemented in accordance with established scope, standards, and requirements.
  • Reporting: Produce timely follow-up and evaluation reports based on the organisation’s planning framework.
  • Impact Evaluation: Establish mechanisms to assess the impact of interventions and recommend adjustments to enhance effectiveness and outcomes.

Networking and Partnership Creation

  • Relationship Building: Identify, establish, and strengthen relationships with new and existing partners in alignment with the goals of programs, projects, and actions.
  • Network Engagement: Support ongoing engagement with partner networks through consistent follow-up and contributions to ensure sustainability.
  • Strategic Participation: Actively engage with partners at municipal, departmental, and national levels to support collaborative efforts aligned with Act2gether Bolivia’s planning.

Knowledge and Implementation of the Child Protection Policy

  • Understand Act2gether Bolivia’s safeguarding policy and child protection procedures, and act in accordance with them.
  • Ensure these policies are effectively implemented in all activities involving children and adolescents.

Team Management

  • Build and lead a committed, competent project implementation team by providing mentorship and guidance to enhance their skills.
  • Foster a high-performing team culture through coaching, support, and professional development opportunities.
  • Promote a co-creative environment that encourages active participation and idea exchange within the Act2gether Bolivia team.
  • Ensure project team members have clear roles, responsibilities, and performance expectations.

Knowledge Management, Learning, and Collaboration

  • Promote collaboration, learning, and knowledge exchange to support standardised and effective programme implementation.
  • Document and share best practices from programmes, projects, and actions to enhance quality and continuous learning.
  • Ensure the development of learning products and organisational knowledge through documenting approaches, project designs, lessons learned, case studies, and other knowledge assets.
  • Identify and leverage existing knowledge resources to improve efficiency and integrate them into team practices.

Qualifications and experience

  • University degree in social sciences (REQUIRED), with expertise in strategic planning and project design and management with a rights-based approach (DESIRABLE).
  • Minimum of 7 years of experience in project management with a focus on Human Rights and Child Rights or related.
  • Proficient in the use of planning, implementation, and measurement tools for project management.
  • Experience in fundraising and donor engagement.
  • Skilled in monitoring, evaluation, and project tracking tools for evidence generation.
  • Proficiency in English (REQUIRED).
