Youth Lead the Way in Local Policy Planning

Act2gether Bolivia partnered with the Youth Institute of the Municipal Government of La Paz to support the creation of the city’s Municipal Youth Plan 2025–2026. This effort marked a key milestone in implementing the city’s Youth Law and strengthening youth participation systems at the local level.

A Youth-Centred Process

The process was coordinated by the Youth Institute with technical and financial support from civil society organisations. Act2gether Bolivia led the methodological design and facilitation of workshops, applying a holistic and rights-based approach that placed young people’s lived experiences at the heart of decision-making.

The thematic focus reflected the most pressing issues for youth in La Paz:

  • Education and mental health
  • Sexual and reproductive rights
  • Participation and civic engagement
  • Work and entrepreneurship
  • Environment, culture, and recreation

The process resulted in a first draft of the Municipal Youth Plan, which is now undergoing systematisation by an external consultant. The plan will be returned to young people for validation in 2025, ensuring continued ownership and accountability in its implementation.

By fostering inclusive planning spaces that bring youth and public authorities together, this initiative contributes to long-term, responsive governance and embeds youth voices in local development strategies.
